The Role
The Infrastructure Technical Support Manager (ITSM) is required to actively contribute and assist in managing the compliance of maintenance services delivered by the Estate Maintenance Operating Services (EMOS) Contractors. This position is accountable under broad direction to manage complex technical infrastructure matters within an integrated workforce. They are accountable to ensure they have knowledge of and compliance with legislative frameworks, government decision-making and Defence policy requirements. 

The ITSM will work independently with the opportunity for reasonable autonomy and accountability for the achievement of outcomes of their work. They will exercise both initiative and judgement in the interpretation of policy and in the application of practices and procedures. They will provide detailed professional advice in relation to complex work and contribute to management and delivery of DELM accountabilities. 

An ITSM will have considerable level of stakeholder engagement and will liaise with stakeholders in relation to complex contract delivery issues. They will be required to identify, anticipate and respond to stakeholders’ needs and expectations to achieve directorate and Defence outcomes. They will be accountable to contribute towards ongoing self-improvement and professional development.

About our Team
DELM is a Directorate within Estate Service Delivery Branch, Service Delivery Division and is the Product Director for Estate Information, Estate Appraisal, Estate Upkeep, Estate Compliance and Land Management. DELM is the largest directorate supporting the national Base Services Contracts. Primarily located at RAAF Base Williamtown, the Directorate is responsible for managing the performance of delivered estate maintenance activities across all Defence establishments in Australia. 

DELM as the designated estate Steward is accountable for ensuring the estate is sustained in a safe, operational, reliable, efficient and compliant manner to support Defence capability now and into the future. The Infrastructure Technical Support Team is a team of six (6) within DELM who work closely with both internal and external stakeholders. We manage contract and technical compliance of maintenance services, in accordance with legislation and Defence Policy, as part of the Base Services Contract. Maintenance activities are performed by Estate Maintenance Operating Services (EMOS). 

Our team is responsible assurance of these activities across the following engineering streams; Aerodromes and Maritime infrastructure, Civil, Electrical, Water and Communications networks, as well as Estate Appraisal. We conduct assurance via a variety of mechanisms including Independent and 3rd Party audits, scheduled activities, monthly reports, customer feedback, issue escalation and assurance programs. An important part of our role is also to provide assistance to our DELM colleagues with provision of sound technical advice.

Integral skills for an ITSM is the ability to search for contractual obligations of Defence contractors, understand and measure performance against contract deliverables, and interpret a broad range of legislation relevant to the delivery of maintenance and end of life asset replacement activities.
