>Canberra ACTThe National Skills Commission (Commission) has been established by the Australian Government as part of the $585 million Skills Package – delivering skills for today and tomorrow. The Skills Package delivers on key elements from the review by the Honourable Steve Joyce, including the establishment of the Commission. The National Skills Commission is led by independent Statutory Office holder, Mr Adam Boyton, the National Skills Commissioner. The Commission seeks to shape Australia’s future workforce, through the provision of trusted and independent intelligence on Australia’s current and future skills, education, and jobs.The Commission’s role is to provide expert advice and national leadership on the Australian labour market and current, emerging and future workforce skills needs. The Commission’s focus is on three key long–term objectives:to make an enduring and relevant contribution to labour market informationto improve the quality, accessibility and relevance of VETto contribute to a labour market that effectively aligns skills needs with education and training. The key duties of the position include:The Labour Market Research and Analysis Branch monitor, research and analyse developments in the labour market at an industry, occupation and regional (including rural and remote) level. Key deliverables in this position will include:Provide statistics and analysis on current Australian and international labour market conditions and developments, through briefings, reports, and public presentations. This includes the presentation of research and analysis to provide insight into the ongoing effects of COVID-19.Monitor, analyse and report on national, regional and industry labour market trends, including the impact of these trends on various cohorts (e.g. long-term unemployed, youth), and the economic and labour market outlook.Prepare projections of future employment by industry, occupation, skill level and region, including regional, rural and remote areas.Prepare the National Skills Priority List, based on labour market analysis and stakeholder consultation.Conduct surveys of employers to understand recruitment activity now and in the future.Contribute innovative analysis towards the National Skill Commission’s annual State of the Skills report. The successful candidate will have a strong track record in: Delivering solutions and outcomes for stakeholders in relevant areasEngaging and consulting with diverse stakeholders from a variety of sectors in order to build consensus and ownershipUsing data and evidence to drive decision making and reformLeading and driving change across diverse areas within clear timelines. The successful applicant will have significant experience in monitoring and analysis of labour market data and providing advice on labour market trends. High level experience with traditional and emerging data sources and analytical techniques to provide valuable insights to inform the public and policy is also required.Strong contenders will have senior level experience in government and/or the private sector, together with an impressive record of success in organisational leadership and innovation. The successful candidate will be required to identify new opportunities to maximise the value of staff capability and data assets arising from the creation of the National Skills Commission, so experience with change management would be an advantage.They will also have a proven record of achievement in the use of data and evidence to underpin decision making and reform which will be complemented by first-class representation and communication skills, a strong achievement orientation, well-honed stakeholder engagement expertise and the ability to broker decisions through collaboration and consensus.Qualifications/Special Requirements Under Section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the APS, unless the Agency delegate has agreed in writing.The position requires an academic and/or skill level that is consistent with the key deliverables set out above. EligibilityPlease note, under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the APS unless the Agency delegate has agreed, in writing.This is a designated security assessed position. The successful candidate will have the ability to obtain and maintain a Negative Vetting Level 1 security clearance. This selection process may be used to establish a merit pool.
