As Australia’s national policing agency, the AFP is a key member of the Australian law enforcement and national security community, leading efforts to keep Australians and Australian interests safe both at home and overseas. The AFP also has responsibility for providing community policing services to the Australian Capital Territory and Australia’s territories, including Christmas Island, Cocos (Keeling) Islands, Norfolk Island and Jervis BayApplications are sought from suitably qualified individuals wishing to be considered for technical team leader positions within the AFP’s Digital Surveillance Collection (DSC) unit. DSC supports AFP operations through the development and delivery of surveillance capabilities including Telecommunications interception, surveillance devices, computer access capabilities and collection of information from online sources.We are currently recruiting for two specific Team Leader positions:Team Leader, Law Enforcement Monitoring Facility (LEMF). The LEMF team is primarily responsible for the successful interception and delivery of data subject to lawful telecommunications interception (TI) legislation, along with maintenance and presentation to end-users through our vendor-provided platform. The LEMF team employs systems administrators to maintain the platform, and technical support staff to provide support to end-users within the AFP and other agencies. The team works closely with internal and external stakeholders including telecommunications carriers to deliver this essential capability. LEMF team tech support staff also provide internal end-user support for other DSC capabilities. This team is mostly based in Canberra, with one member in Melbourne. The team leader could be based in either city.Team Leader, Data Analysis and Enrichment (DAE). DAE is primarily responsible for the enrichment and analysis of data subject to lawful telecommunications interception (TI) and surveillance device (SD) and computer access warrant (CAW) legislation. The DAE team works with both external and internal stakeholders, including researchers, to deliver data science support to AFP operations. This team is primarily based in Melbourne and we have a preference for a Melbourne-based team leader. DSC is also growing, and we expect future Team Leader vacancies in areas such as:Software developmentSystems administrationMulti-disciplinary DevOps teamsData scienceTech supportThe panel will assess applications against the available role scope and selection criteria. As this is a technical role, applicants are encouraged to highlight in their applications and CV their technical experience.As a Technical Team Leader, your responsibilities will include: Ensuring outputs are achieved within the strategic direction of Digital Surveillance Collection (DSC) and the AFPProviding technical leadership and direction to ensure a high level of service delivery across the AFPLeading a team, including providing clear and consistent communication, setting clear performance and behavioral standards, managing performance, delegating responsibility, inspiring the workforce, and guiding and developing our peopleRepresenting Digital Surveillance Collection in a professional capacity within the AFP as well as throughout the wider Law Enforcement and Intelligence communityMaintaining information management standards to meet government requirementsMaintaining currency in information technology processes and technical knowledge through ongoing professional developmentProviding accurate and professional technical advice to domestic and international stakeholderIdentifying opportunities for improvement and developing and delivering methodologies to enhance business outcomesMaintaining currency in subject matter expertise through ongoing professional development and learning opportunities outside the formal education processSupporting and maintaining functionality of our application platform(s).Essential Requirements A Negative Vetting 2 (Top Secret) security clearance or the ability to obtain one.Demonstrated resilience and high-level interpersonal skills.Tertiary qualifications, or equivalent professional experience, in an IT, engineering or similar technical field.Experience leading a technical team.Experience in service management and/or technical service delivery.Desirable Requirements TL LEMF: Knowledge of telecommunications infrastructure and systems, including (but not limited to) voice and data over both fixed line and mobileKnowledge of relevant legislation, such as Telecommunications (Interception & Access) Act and Telecommunications ActExperience working with telecommunications interception and Law Enforcement Monitoring FacilitiesExperience with supporting a client/server commercial vendor application delivered to a large user baseKnowledge of the Australian Government Information Security Manual (ISM). TL DAE: Experience analyzing data sets, including but not limited to communications/financial/geospatial data, network traffic, intelligence dataKnowledge of digital communications meta-data opportunities and limitationsKnowledge of cloud infrastructure (eg. Google, AWS, Azure) offeringsExperience with machine learning processes and techniques. Future TL vacancies:Technical skills in relevant areas, which may include software development, systems administration, DevOps, data science or tech support.
