The Department of Home Affairs is a central policy agency, providing coordinated strategy and policy leadership for Australia’s national and transport security, federal law enforcement, criminal justice, cyber security, border, immigration, multicultural affairs, emergency management and trade related functions. The Department of Home Affairs includes the entirety of the Department of Immigration and Border Protection. It also includes national security, emergency management and criminal justice functions from the Attorney-General’s Department; the Office of Transport Security from the Department of Infrastructure and Regional Development; multicultural affairs from the Department of Social Services; and the counter-terrorism coordination and cyber security policy functions from the Department of the Prime Minister and Cabinet. Overview of the Branch and Section: The CCTV & Enforcement Communications Section delivers and maintains the Department of Home Affair’s operational Closed Circuit Television (CCTV), Ultra High Frequency (UHF) Radio, and a range of other communication networks and assets, to preserve Australia’s border integrity by helping to protect the safety and security of Australia and its citizens. Our operating environment is diverse and characterised by: Installing and maintaining the Department’s operational CCTV & Enforcement Communications at critical/sensitive operational areas, primarily focused on the requirements of the Australian Border Force (ABF) Exploring and developing and delivering new technologies to optimise services for the ABF and other operational agencies in the Home Affairs portfolio. Working collaboratively with a range of internal, domestic and international stakeholders including industry Keeping up-to-date with emerging communications technologies and the rapid advancements in ICT, UHF and other digital radio communications systems and frequency allocation changes brought about by the Australian Communications and Media Authority. In addition to the Department’s operational environments, there is a strong focus on ensuring interoperability of systems between the Department and other Government agencies, together with support for community activities which requires work to be conducted in a variety of settings. About the role: The Enforcement Communications Maintenance Officer works directly to the Assistant Director, Enforcement Communications Support & Maintenance, to ensure the maintenance and support requirements for the Department’s operational Enforcement Communications meet the ABF’s operational requirements. The Enforcement Communications Maintenance Officer works as part of a team to coordinate routine preventative maintenance inspections of UHF radio and other communication networks and assets managed by the section around Australia. These can be undertaken by external service providers, or delivered by the Enforcement Communications Support & Maintenance team. The Enforcement Communications Maintenance Officer also addresses faults and issues with the enforcement communications network and equipment as they arise as the Level 2 Help Desk resolver; works across work areas with other Level 2 Help Desk resolver groups; and escalates complex issues to the appropriate Level 3 Help Desk resolver groups as required. The Enforcement Communications Maintenance Officer is based in Canberra, but is required to travel interstate to regional and district offices as well as other remote localities as necessary. The Enforcement Communications Maintenance Officer is expected to have, or be willing to quickly acquire, technical expertise in the Enforcement Communication capabilities that are managed by the section. Specifically UHF, Very High Frequency (VHF) radio and other communications equipment to be used in remote areas, such as satellite communication. The Enforcement Communications Maintenance Officer is also expected to have working knowledge of the Department’s the procurement and contract management frameworks. On-the-job training will be provided, as well as support to undertake any identified externally delivered courses, in order to achieve and maintain the technical expertise required. The Supervisor Enforcement Communications a Systems Administration role in the ICT Job Family. Specific Duties / Responsibilities: Deploy, set up, tune and calibrate radio frequency elements following maintenance schedules and using appropriate tools and test equipment. Incorporate hardware/firmware medications as deployed. Interpret automatic fault/performance indications and resolve faults were possible. Escalate faults according to standard procedures. (Skills Framework for the Information Age (SFIA) Radio Frequency Engineering standard Level 3) Identify and resolve network problems following agreed procedures. Use the UHF network management software and tools to collect agreed performance statistics. ISFIA Network Support standard Level 3) As the routine contact point, receive requests for support relating to UHF. Respond to service requests for support by providing information to fulfil requests or enable resolution. Provide first line investigation and diagnosis and promptly allocate unresolved issues as appropriate. Assist with the development of standards, and apply these standards to track, monitor, report, resolve or escalate issues. Contributes to creation of support documentation. (SFIA Customer Service Support standard Level 3) Participate in and/or provide professional supervision of Enforcement Communications capability delivery and maintenance activities, including review of works undertaken by external service providers where required Contribute to the identification and implementation of Enforcement Communication capability improvement initiatives Support training programs for the ABF and Home Affairs portfolio agencies on the Enforcement Communications capability Assist with other section duties as required. Experience/Role Requirements/Qualifications:The Enforcement Communications Maintenance Officer is expected to have, or be willing to quickly acquire, technical expertise in the Enforcement Communication capabilities that are managed by the section. Specifically UHF, Very High Frequency (VHF) radio and other communications equipment to be used in remote areas, such as satellite communication.
