Our work adapts to, services and enhances the productivity and growth of Australian industries, and aims to ensure a fair, safe, healthy and competitive Australia.The Legal Metrology Branch plays an important role in ensuring Australian consumers and industry can rely on trusted measurements for fair trade in goods and services. To ensure traders comply with the law and adopt correct measurement trading practices, we employ inspectors who check that measuring instruments (for example, weighing scales, fuel pumps and weighbridges) are accurate throughout Australia, pre-packaged articles contain the correct amount of produce, and that fuel sold in service stations complies with quality standards.The Policy and Regulatory Services Section provides timely, accurate and appropriate support for the Secretary and Chief Metrologist, including advice and services relating to measurement policy, regulatory and technical matters. This enables the delivery of a strong and effective national measurement system that is trusted and accepted domestically and internationally and does not impose unnecessary barriers to trade through restrictive requirements.Our ideal candidateReporting to the Legal Metrology Policy Unit Manager, the Assistant Manager Legal Metrology Policy will under broad direction, undertake complex work that delivers quality outcomes across the policy and regulatory services functions of NMI.The Assistant Manager holds an important leadership position and has delegated authority and responsibility to resolve issues and risks across wide-ranging activities of substantial depth involving significant detail to strengthen Australia’s metrological framework for domestic and international trade.The position will provide leadership, control, planning, resource management, performance management and decision making across a range of complex, strategic projects that support the Chief Metrologist and CIML Member.The below skills, knowledge and behaviours are required to successfully perform this role:In-depth knowledge of and compliance with legislative, financial and administrative frameworks, government decision-making processes and department guidelines and regulations.Demonstrated ability to manage projects which contribute to the delivery of a diverse range of specialised technical services and regulatory activities in accordance with best practice, government policy and legislative requirements.Extensive knowledge of statutory, regulatory and policy frameworks relevant to legal metrology in order to provide comprehensive and authoritative advice on specialist and very complex issues.Demonstrated ability to engage with and resolve complex issues, think strategically, undertake analysis and prepare high level policy advice to implement risk and principles-based technical policy in new and existing areas.Demonstrated communication and stakeholder management skills, as well as an ability to balance competing priorities, problem solve, think critically and demonstrate sound decision making. Demonstrated interpersonal and communication skills, with the ability to negotiate with clients and contractors, to report, provide briefings and to interpret contracts and specifications.The key duties of the position include:What you will doThe Assistant Manager Legal Metrology Policy duties and responsibilities include:Managing and developing well-researched policy and complex policy advice that aligns with the agency’s strategic objectives for various internal and external decision-making bodies.Coordinating and undertaking detailed or sensitive projects that impact on the strategic, political or operational outcomes of the agency.Undertaking work activities with an awareness of their possible impact on strategic, political or operational outcomes for NMI.Providing high-level analysis and expertise across a range of NMI functions on complex issues.Perform roles of secretariat or convenor on domestic and international technical committees.Building capability in a team environment through coaching others, providing performance feedback, conflict resolution and encouraging career development.Leading and developing small teams whilst practicing inclusive leadership.Contributing to the design, development, implementation and monitoring of complex policy and program interventions including initiating, evaluating and status reporting.Manage collaborative programs with key external stakeholders including developing stakeholder relationships through new and established external networks and working collaboratively to identify new opportunities and achieve outcomes.Present NMI’s position in the context of very complex or sensitive issues to key stakeholders within and outside the department.Conduct and supervise the research, evaluation and analysis to inform long term strategic planning, policy development and technical documentation.Conduct pattern approval evaluations while maintaining suitable, accurate and auditable records of assessments and client correspondence. Activities include evaluating test results from internal and external laboratories, assessing instrument suitability, providing recommendations to the delegate and certificate preparation.Provide a significant contribution to innovation and business improvement strategies.Demonstrate behaviour according to APS code of conduct and NMI’s standards and participate fully in all aspects of WH&S.EligibilityTo be eligible for employment in the APS and the department, applicants must be Australian Citizens.This position requires a Baseline security clearance. The successful applicant will be required to obtain and maintain a clearance at this level.
