Program Background The Australian Government launched the Health Security Initiative for the Indo–Pacific (the initiative) in October 2017 to combat the challenges of existing and emerging infectious diseases for Australia and the Indo–Pacific region. The initiative is being implemented by the Indo-Pacific Centre for Health Security (CHS), based in Canberra, and has been allocated funding of $300 million over five years. Its goal is to contribute to the avoidance and containment of infectious disease threats with the potential to cause social and economic harms on a national, regional or global scale. The CHS has an overarching strategic framework which includes a performance assessment framework, program logic model, key evaluation questions, indicators and data collection protocols. This programmatic framework represents the overarching monitoring, evaluation and learning system that tracks progress towards intended end of program outcomes and overall performance of the $300 million investment. Cardno has been engaged to provide operational support to CHS in compliance with DFAT requirements through tasking notes for the period 3 February 2020 to 31 January 2023. It is a flexible and responsive service that provides CHS with recruitment and adviser deployment, training support, event management, grant administration, travel and logistics, financial management and performance reporting. HSI is one of two Service Orders managed by Cardno under the Deed of Standing Offer − Kesatuan: Support for Health Security in Indonesia and the Indo-Pacific. Cardno’s support includes but is not limited to: human resources management, including, recruitment and mobilisation of long-term advisers and short-term advisers in Australia and across the Southeast Asia (SEA) and the Pacific arrangements to support events and workshops, including venue hire, travel, accommodation, allowances and stipends coordination and provision of small grants to activity participants or partners. Purpose of the Role Cardno is seeking an experienced Recruitment and HR Coordinator to provide a high level of operational support to the HSI program. The position will be responsible for the recruitment, induction and support of long and short term advisers and the management of HR systems and records ensuring that all relevant Cardno and DFAT policies and procedures are followed and implemented. The position will report to the HSI Program and Operations Manager and will work closely with relevant staff in the CHS to identify and meet human resource needs. Duties & Responsibilities Develop and maintain policies, procedures and systems for recruitment and HR, as part of the HSI Operations Manual. Ensure all recruitment and HR processes are undertaken in accordance with the Operations Manual and provide advice to the HSI team, CHS and Cardno management as required. Support the following recruitment processes: development of recruitment strategies receiving and registering position applications respond to queries and monitor compliance of applications during the recruitment period longlist and shortlist applications facilitate and support recruitment panels support the drafting of selection reports conduct thorough reference checks liaise with the Cardno corporate team during negotiations with preferred candidates Facilitate inclusive and accessible recruitment practices which promote gender and social inclusion. Ensure all relevant records for recruitment and HR are concise and up to date for DFAT and internal reporting and audit purposes. Develop and maintain a database of advisers, subcontractors and potential advisers associated with the HSI program that can be utilised by CHS if required. Manage and maintain all HR information related to advisers including ToR’s, objectives, Adviser Performance Assessment’s (APA’s), performance management, exit interviews, etc. Respond to Program needs where new HR or recruitment priorities have rapidly emerged. Duties may vary from time to time to meet changing program needs. Selection Criteria Essential 5+ years of experience in a similar human resources management position. Bachelor degree in Human Resources Management or equivalent. Recruitment and HR skills, covering international and local employees/companies. Experience overseeing all aspects of Human Resource Management, including recruitment strategy development, selection and interviews, staff mobilisation, and performance management. Strong networking skills and the ability to identify global and regional professional sources for candidates and to build this into a Recruitment Plans/strategies. Strong communication skills, both written and verbal English language skills. Proven ability to work under pressure and to meet management deadlines. Ability and desire to work in a collaborative team environment. Commitment to principles of gender equality, capacity development and anti-corruption. Sound knowledge and proficient in the use of Microsoft Office skills. Desirable Previous experience within the donor funded program environment, preferably DFAT. Previous experience with Australian Public Service recruitment requirements.
