>Canberra ACTThe Data and Innovation section supports the agency to unlock the potential of our data to drive innovation and compliance for the agency.Specific responsibilities include:Support the Chief Data Officer and the Data Council to deliver the agency’s Data Strategy Roadmap.Partnering with stakeholders to maximise the use of and benefits from our data.Developing and championing data governance.Sponsoring improvement of data services and enabling infrastructure.Building data skills and expertise across the agency to guide operational, tactical, and strategic activities and enable self-service reporting.Delivering and maintaining a range of innovative, exploratory, and advanced data and geospatial analytic products to support scheme administration, compliance, and business improvement.The key duties of the position include:Specific duties – EL1 Assistant Manager – Data Management The key duties of the position include: Delivering a range of technical, complex and/or sensitive projects relating to the Agency’s Data Strategy and Implementation Plan. Managing the coordination and preparation of the Agency’s Data Council and other relevant meetings and forums, including preparing, distributing and presenting meeting papers, agendas, organising facilities and minute taking.Managing improvements to the Agency’s Data Science Environment, such as API development and R/Python packages and, where required, the coordination of development and testing with the Digital Services Branch.Providing project leadership and coordination activities aligned to other Branch and Division outcomes. Specific duties – EL1 Assistant Manager – Data ScientistThe key duties of the position include: Delivering a range of technical, complex and/or sensitive research projects that directly and immediately support Agency scheme administration and supports carbon abatement across Australia. Building a Community of Practice through the Agency’s Data Analyst Group, including organising meetings and engaging speakers.Research, dissemination and teaching of the latest statistical and machine learning techniques to new and existing staff.Working with others in the team to continuously improve the Agency’s Data Science Environment, such as introducing new Application.Programming Interface development and new R/Python packages and, where required, data cleansing, derivation, workflow management and transformation that support self-service and future project work.Providing project leadership and coordination activities aligned to other Branch and Division outcomes. General duties – all positionsTo deliver on the above projects, ongoing duties include: Fulfilling a Scrum Master role and managing Azure DevOps KANBAN workflows.Coordinating the recruitment and/or procurement of technical expertise.Developing, coaching, and mentoring APS staff, and undertaking performance management.Preparing well-researched written material including correspondence, briefs, and other technical documentation.Developing and maintaining strong working relationships with internal stakeholders relating to the Agency’s Data Science Environment and the Digital Services Branch Agile Release Train.Undertaking other duties as required Qualifications/experience EL1 Assistant Manager – Data Management A completed bachelor’s degree or higher in data science, data management, software engineering, or other related IT fields is desirable.Candidates with other qualifications will be considered if the applicant can demonstrate high order analytic and/or problem solving, oral and written communication skills.The position will suit well organised, responsible, and self-motivated candidates who are good at interacting with others in a small team.Subject to the role, the following demonstrated experiences would be highly desirable:Experience developing and managing data management projects, including a working understanding of the Data Management Body of Knowledge (DMBoK).Demonstrated understanding of digital technologies and platforms.Proven knowledge and expertise in applying Agile practices and principles, managing product backlogs, removing impediments and fostering an environment for high-performing team dynamics, continuous flow, and continuous improvement.Experience in providing secretariat functions.Proven ability to problem-solve and eliminate impediments to complex data management issues.Strong negotiation and collaboration skills to ensure successful delivery outcomes.Demonstrated team leadership experience and capability to mentor, motivate and build the capability of staff.An ability to provide timely, accurate and considered advice framed to suit a range of audiences and stakeholders.Being organised and adapting to change, including the ability to multi-task and prioritise.Assisting and/or developing documentation, guidelines, and policy.Assisting in the development and maintenance of risk management programs. EL1 Assistant Manager – Data Scientist A completed bachelor’s degree or higher in data science, statistics, mathematics, econometrics, or other quantitative research fields is required. Candidates with other qualifications will be considered if the applicant can demonstrate high order analytic and/or problem solving, oral and written communication skills.Demonstrated proficiency with R or Python to solve statistical or data science research problems is required.The position will suit well organised, responsible, and self-motivated candidates who are good at interacting with others in a small team.Subject to the role, the following demonstrated experiences would be highly desirable:Experience developing and managing data science and other research projects.Teaching experience in the fields of data science, statistics, mathematics, econometrics, or other quantitative research.Demonstrated understanding of the latest machine learning and statistical techniques that solve complex predictive, prescriptive and causal inference problems.Applying Agile practices and principles for continuous flow and improvement.Strong negotiation and collaboration skills to ensure successful delivery outcomes.Demonstrated team leadership experience and capability to mentor, motivate and build the capability of staff.An ability to provide timely, accurate and considered advice framed to suit a range of audiences and stakeholders.Being organised and adapting to change, including the ability to multi-task and prioritise.Assisting and/or developing documentation, guidelines, and policy.Assisting in the development and maintenance of risk management programs.EligibilityThis position is a security-assessed position.
