>Canberra ACTThe Section Manager HR Services reports to the Branch Manager, People and Culture and works in close collaboration with other Section Managers in the Branch. The Branch consists of three sections responsible for managing a team to deliver a range of corporate objectives.The sections are:Workforce Strategy and PlanningPeople Policy and Performance HR Services The Section Manager HR Services is responsible for managing the entry point into HR for management and staff for a range of services and advice related to recruitment, pay and employment conditions, diversity and inclusion and wellbeing functions. The key duties of the position include:The Section Manager HR Services is responsible for the following deliverables:Implementing and managing the operations of a newly established tiered single point of entry service delivery model for the provision of HR services and advice to CASA management and staff.Establish stakeholder relationships through a newly established HR Business Partner consultancy service with an emphasis on recruitment planning aligned with CASA’s Workforce Strategy and Plan. Leading and managing the CASA recruitment function including entry level programs, ensuring it is aligned to the CASA Workforce Strategy and Plan, and is contemporary, efficient and fit for purpose to support CASA’s diversity targets Leading and managing the CASA work health and safety function to ensure compliance with WHS legislation, regulations and safe work practices, providing advice, assistance and an expert consultancy service with an emphasis on employee wellbeing. Leading the implementation of initiatives identified in the CASA diversity and inclusion strategy including events within the diversity calendar, improving CASA’s cultural competence and supporting our Diversity Champions and employee diversity networks.Maintaining up to date information and data in order to prepare and contribute to corporate reports, workforce dashboards and other business activities that inform decision making processes of the CEO and Senior Executives and relevant Governance Committees. Lead and manage the section including assessing staff capability, developing, coaching and mentoring staff, providing timely and constructive feedback and managing performance Leading and exemplify in workplace safety, diversity and inclusivity, participative management and environmental management in the workplace and acting in accordance with CASA’s Values and Code of Conduct.EligibilityEmployment with CASA is subject to conditions prescribed within the Civil Aviation Act 1988. You must be willing to provide required information to successfully undergo a police record check.Applicants must be an Australian citizen and be able to obtain and maintain a Negative Vetting Level 1 ClearanceAlong with the skills and experience outlined below, our ideal candidate will have strong leadership skills, exceptional stakeholder management skills and experience working collaboratively across the business to achieve outcomes.Demonstrated experience in the development and implementation of HR services and provision of high-level advice on a range of operational people services, processes and practices.Demonstrated experience in contemporary recruitment policy, practice and procedures and a comprehensive understanding of the relationship with workforce planning and strategy.Contemporary understanding of workplace issues and relevant legislation in a public-sectorenvironment.Demonstrated experience leading and managing a team in a high-volume service delivery, client focussed environment with the ability to effectively lead, coach and mentor staffDemonstrated experience in managing all aspects of WHS, including risk management, incident management, policy and program development.Exceptional communication including the ability to influence and manage relationships with senior executives and a wide variety of internal and external stakeholders.Demonstrated high level stakeholder engagement skills, including exceptional interpersonal and communication (oral and written) skills, with an ability to prepare high quality written materials, and maintain, influence, and grow productive working relationships at all levels.Proven track record of delivering programs and initiatives, and the ability to manage competing demands particularly in the areas for which the position is responsible.Tertiary qualifications in a human resource management or similar (desirable).
