>Canberra ACT, Sydney NSWAbout the team The Technology and National Security (TNS) Division support business productivity and jobs growth by encouraging the adoption of digital technologies across the economy and the growth of a vibrant technology sector in Australia to achieve the government’s vision of being a leading digital economy by 2030.The breadth of our policy and coordination responsibility spans economic transformation and business capability, through to emerging and cyber technologies, and advising on national security issues relating to the industry portfolio including where industry, globalisation, and technology intersect. This includes helping to deliver programs to support businesses to digitise, scaling Australia’s technology industry to be globally competitive, and shaping Australia’s domestic and international digital economy and technology policy settings.Our ideal candidateTo support the division’s growth and expanding responsibilities, we are looking for experienced Executive Level 1 (EL1) policy officers and program managers, or leading APS Level 6 members ready for promotion, to fill vacancies across the division including in our Strategic Technology Policy, Global Digital Policy, Cyber, Critical Technology and China teams.We encourage candidates with an understanding or background in these fields, as well as candidates with strong policy and strategy development backgrounds to submit an application. The division offers a number of opportunities to apply your skills and experiences across a range of subject.Our ideal candidate must:have a demonstrated ability to lead, mentor and manage the performance of diverse teams.be comfortable with ambiguity and have an ability to complete tasks with limited or incomplete guidancehave strong analytical and problem solving skills with an ability to build an evidence base to inform or influence decision makershave proven ability to show initiative and develop innovative solutions to achieve resultshave strong written and oral communication skills, with the ability to convey complex issues to non-expert audienceshave the ability manage competing priorities, anticipate and meet the needs of stakeholders, and identify opportunities to inform government decision-makinghave emotional intelligence and resilience.You do not need to be a technical expert in specific technologies. Experience in, or an understanding of cyber security and critical technology policy, or the digital economy and the technology sector would be an advantage.The key duties of the position include:As an EL1 in the TNS Division you will contribute to the work of the division, support your Manager, and lead junior staff to deliver your team’s work program and high-quality policy products and advice. Activities may include:providing leadership, mentoring, coaching and performance management to a diverse team.applying innovative and creative thinking skills to challenge conventional views, and facilitating the development of strategic, innovative, and evidence based policy.undertaking research and analysis into complex relevant policy issues and providing support and guidance to junior staff in these tasks.providing regular ministerial and senior executive briefing (both oral and written).managing key stakeholder relationships, including other Commonwealth departments and agencies and international counterparts.representing the department in external forums and working groups.Additional activities undertaken by Program Managers may include:overseeing program design and delivery, including managing internal and external program stakeholders as a program policy lead.reviewing program management plans, program change requests and other program documentation.analysing program reporting and identifying and providing advice on issues that could impact successful program delivery.preparing reports, briefing papers and correspondence for executives and other stakeholders across the department to provide advice, assistance and information relating to programs.assisting in problem solving and project issue resolution, consulting with subject matter experts and escalating as appropriate.EligibilityTo be eligible for employment in the APS and the department, applicants must be Australian Citizens.These positions require a Baseline security clearance, with some roles requiring a higher clearance level. The successful applicants will be required to obtain and maintain a clearance at this level. Please note, for a small number of positions a security clearance at the NV1 level or above may be required.Positions vacancies are available in Canberra or Sydney.
