Job Description: HR BUSINESS PARTNER (AS06) fulltime

Arising from recommendations in the Report of the EqualOpportunity Commission on its Review of Harassment in theParliament Workplace, the Joint Parliamentary Service Committee(JPSC) of the Parliament of South Australia, has established acentralised People and Culture Unit providing human resourceservices and functions.

The JPSC is seeking to recruit a HR Business Partner to workacross the newly created People and Culture Unit. The HRBusiness Partner forms part of a team that leads innovation andchange by anticipating operational human resource related needs anddevising innovative solutions. This will include deliveringhuman resource services that align with the organisationalobjectives at both the strategic and operational levels.

Responsibilities: The incumbent willbe required to provide authoritative advice, support andconsultancy to all levels within the Parliament. The HRBusiness Partner will build and maintain strong workingrelationships with stakeholders and deliver outcomes-focused adviceon a range of generalist human resource matters.

Knowledge of contemporary Human Resources, Industrial Relationsand Employee Relations practices with previous experience inbusiness partnering is essential.

Selection Criteria:

  • Substantial HR/IR/ER experience in a complex environment and proven ability to provide high level and authoritative advice, internal consultancy, and innovative solutions supported by a relevant qualification.
  • Demonstrated ability to research and provide specialist advice in one or more areas of Employee Relations, Change Management, Recruitment and Selection, Employee Relations, HR Systems and Conditions of Employment, Equity and Diversity, Policy Development and Performance Management.
  • Demonstrated ability to coach and mentor staff and clients with an ability to support and drive change across a mix of established departmental cultures and manage sensitive situations confidentially and effectively.
  • High level communication and interpersonal skills, including experience in business, report writing, policy review and development, advocacy, negotiation and mediation.
  • Demonstrated project planning and management ability, resilience under a degree of pressure through working with a degree of autonomy and contribute effectively as a member of a professional team.
  • Proven understanding of contemporary technology to embed process improvements in business-as-usual activities and support the evolution of a best practice HR function.
